We are looking for a Full-Time Database Administrator to join the Center for Health Care Data as part of the UTHealth School of Public Health in Houston, TX, 77030. This is a Hybrid position that currently allows for a mostly remote schedule with in-office meetings 2-3 days per month. In this position, you will provide technical leadership and operational expertise at the decision-making level for the implementation, architecture, design, ongoing support, and maintenance of the Texas All Payor Claims Database (TX-APCD) and other organizational data warehouses and related software systems. You will exercise considerable latitude and judgment in determining the methods and objectives of assignments.

Position Summary:
Provides technical leadership and operational expertise at the decision-making level for the implementation, architecture, design, ongoing support, and maintenance of organizational data warehouses and related software systems. Acts as the primary technical resource for the institutional data warehouses and related database systems. Exercises considerable latitude and judgment in determining methods and objectives of assignments. Completed work is reviewed from a relatively long-term perspective for desired results.
Position Key Accountabilities:
Designs and implements data warehouse and related systems with respect to organization, access methods, and documentation. Develops and maintains expertise in the use of automated tools for data warehouse design and implementation.
Develops and applies policies and procedures relating to data and application security including procedures by which access is authorized, enabled, changed, and withdrawn.
Develops and applies policies and procedures for periodic data backup. Determines backup method and frequency. Ensures that data can be restored quickly and completely from backup files.
Monitors access time, performs validation checks and uses other methods to monitor, analyze and tune data warehouse performance. Ensures that data warehouse will support growth, change, and access demands.
Acts as a technical resource for application and data users, developers, and systems analysts, and other stakeholders.
Provides technical leadership, support to all stakeholders in the investigation, analysis, and resolution of data warehouse problems.
Develops, documents, and implements standards, policies, and procedures and ensures audit compliance for all data warehouse platforms and related systems.
Works closely with cross-functional teams including data scientists, biostatisticians, and other stakeholders to ensure that the data warehouse meets the needs of the organization and supports program goals.
Coordinate data warehouse activities with UTHealth IT to promote alignment with institutional standards and strategies.
Maintains current knowledge and keeps management informed of products, developments and trends in data warehouse management and related software. Develops recommendations for management. Coordinates with vendors in testing and installing new releases, installing patches, user training, and documenting updates.
Works directly with the data warehouse vendor to ensure efficient data transfer and receipt
Assesses and confirms data completeness and data integrity
Continuously monitors data storage availability, and data access, encryption and security
Monitors data usage, data processing time and performance and recommends action when needed.
Responsible for interaction with audit professionals
Desired Certifications/Skills:
Certifications in relevant areas such as PostgreSQL or SQL Server are highly desirable.
Expertise in administering, tuning, and monitoring massively parallel processing (MPP) databases in Linux environments, experience with Greenplum a plus.
Expert knowledge of Linux system administration activities including scripting, filesystem management, access controls, and monitoring.
Proficient in the use of a range of data warehousing technologies, including ETL/ELT tools, SQL, Python, and data modeling techniques for large, complex data sets.
Minimum Education:
- Bachelor’s degree in computer science, business, related discipline or related experience in lieu of education.
Minimum Experience:
- Seven years experience working with relational databases, data administration, ERP systems, and other software applications in a large-scale enterprise-wide environment.
Physical Requirements:
Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.
