Position Summary

UTHealths Office of Institutional Compliance is seeking an inaugural Deputy Compliance Officer. This individual will be highly engaged with all level of employees, including faculty and staff across the university. As the Deputy Compliance Officer, the individual who assumes this position will be responsible for implementing, maintaining, and improving policies, procedures and internal controls to assure compliance with applicable legal and regulatory requirements, in conjunction with the Vice President of Enterprise Risk Management & Chief Compliance Officer. While serving in this vital consultative role, the Deputy Compliance Officer will have the opportunity to lead a team of 2 FTEs and help the program with future expansion. The ideal candidate will have a tact for handling difficult situations and operate with an utmost level of integrity.

Key Accountabilities

  • Directs and conducts periodic risk assessments to identify high risk areas.

  • Formulates annual compliance work plan focused on continuous improvement of processes in identified risk areas.

  • Deploys a multi-faceted educational program that focuses on the elements of the UTHealth Compliance Program for new and existing workforce members.

  • Develops and deploys effective communication throughout UTHealth to maintain high employee awareness of the UTHealth Compliance Program including how to raise and address concerns.

  • Oversees the operations of the UTHealth Compliance Hotline including but not limited to the management of compliance reports; maintains a relationship with the vendor to ensure the Hotline meets the needs of the UTHealth community.

  • Oversees and carries out independent investigation on matters related to compliance and/or responds to reports of possible compliance issues.

  • Presents periodic and annual compliance reports and education to the Executive Compliance Committee.

  • Manages Human Resources activities for direct reports in regard to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.

  • Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.

  • Performs other duties as assigned.


Strong leadership and teamwork skills, ability to lead across entity lines, project management skills, ability to multi-task responding to a myriad of requests/projects, critical thinking, seasoned judgment, problem solving, skilled handling of difficult situations, ability to take unpopular stand, if warranted, highest integrity and respect.

Minimum Education

Bachelor’s degree required, Juris Doctor (JD) preferred.

Minimum Experience

Ten (10) years of professional experience in a leadership role in financial, legal, compliance or audit functions, with some of the experience in a university and/or healthcare setting preferred.

Physical Requirements

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
