Position Summary :

Reporting to the CIO and working under the general direction of the CMIO, the Executive Director, EHR Applications will be responsible for the successful implementation of a new Electronic Health Record system (Epic) across 150+ clinics and a Psychiatric Hospital. Responsible for closely managing the project implementation plan to ensure timely delivery of project milestones. Leads other major Information Technology related initiatives throughout the UTHealth system. Plays a critical role in the operational engagement and change needed when implementing an integrated electronic health record (“EHR”). Develops and promotes an effective communication and change management plan, coordinates the governance of executive management, meets defined milestones, and achieves quality objectives, while managing any and all regulatory constraints. As a key interface between leadership and operational departments, creates cohesion amongst stakeholders and alignment towards the project vision set forth by C-Suite leadership. Responsible for providing strategic vision, problem anticipation, and risk evaluation on an enterprise level, with overall responsibility and accountability for the application environments, which include all clinical and business applications.

Position Key Accountabilities :

  1. Partners with senior leadership and business stakeholders to ensure that the

technology strategy is aligned and in sync with the clinical and business

objectives of the organization.

  1. Provides leadership, management, coaching, and mentoring to a blended

team of employees and consultants.

  1. Analyzes and manages risks and interdependencies within and across

applications to formulate solutions and contingency plans in consultation with

stakeholders.

  1. Liaises with process owners and operation sponsors to ensure team

deliverables are aligned with requests and strategic priorities.

  1. Maintains close professional relationships with leaders in each operational

area serviced by the application suite.

  1. Ensures that organizational plans and initiatives are uniformly understood and

properly interpreted by IT practitioners and that all IT activity complies with

regulations and laws governing business operations; aligns information

technology risk management with enterprise-wide risk management.

  1. Applies a structured change management approach and methodology to

facilitate necessary changes to systems and associated processes.

  1. Responsible for developing and instituting a project management

methodology to ensure alignment of the status, scope, risks, and quality of

the UTHealthConnect implementation.

  1. Understands and champions Epic’s implementation methodology and

approach and ensures it is properly aligned with the project vision.

  1. Remains aware of competing projects and identifies associated risks and

mitigation strategies relative to resource contention and timeline impacts.

  1. In coordination with core leadership, develops and maintains communication

frameworks and documentation around meeting agendas, meeting minutes,

decision documents, and deliverable approaches, conforming to and

supporting disciplines such as status reporting, issue logging, change

management, risk management, program task metrics, and milestones.

  1. Manages budgeting, contracts, and expenditures for applications, staff, and

vendor services within a defined span of control. Develops budgets in

partnership with C-Suite Leadership to achieve IT financial targets.

  1. Develops working relationships with physician leaders and their operational

representatives to promote development, adoption and improvement of the

Epic EHR.

  1. Manages Human Resources activities for direct reports in regards to:

recruiting and selection; hiring and termination, training, development,

mentoring, counseling, performance evaluations, and salary planning.

  1. Responsible for the design, execution and effectiveness of a system of

internal controls which provides reasonable assurance that operations are

effective and efficient, assets are safeguarded; financial information is

reliable and compliant with applicable laws, regulations, policies and

procedures.

  1. Performs other duties as assigned.

Certification/Skills:

• Proven experience creating and executing technology strategy and technical

solutions in a large, complex organization.

• Demonstrated ability to collaborate cross-functionally with teams in a fast-

moving and dynamic business environment.

• A track record of strong communication skills in influencing a dynamic set of

stakeholders with competing interests toward win-win outcomes.

• Performance history of establishing and executing an IT vision and the ability

to drive successful delivery of customer focused IT solutions.

• Possesses business principles and techniques of administration, organization,

and management to include an in-depth understanding of the key issues that

exist in the healthcare industry. These include, but are not limited to,

knowledge of strategic and operational planning, healthcare economics,

personnel administration, federal, state and local laws, marketing, financial and

cost analysis, and trends in the healthcare industry.

• Certification or training in project management or other management

disciplines preferred.

• Current or past certification in at least one Epic module is preferred.

Minimum Education:

Bachelor’s degree in computer science, information systems, healthcare, business, a related discipline, or related experience in lieu of degree. A Master’s degree in health/hospital administration, public health, or business administration is preferred.

Minimum Experience:

Eight (8) years of IT leadership experience (preferably in an academic setting). Tenure within a healthcare organization utilizing Epic as their EHR is preferred.

Physical Requirements :

Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or a negligible amount constantly to move objects.
