Position Summary:

We are looking for a manager in our Project Management department that helps out Enterprise Information Technology for UTHealth. This employee performs management, planning, leading, and controls the activities of a group of cross-functional, enterprise-level project management professionals in support of the Clinical Information Technology inclusive of the EPIC EMR and other Clinical Systems as well as other divisions requesting PMO Project Management assistance. They will be responsible for the development, oversight and implementation of project management activities in support of the Director of the PMO, the Executive Director, and the Central IT Chief Information Office (CIO). Utilizes extensive project and portfolio management skills to ensure accurate, efficient, and timely delivery and implementation of project deliverables to meet stakeholder and management objectives. Functions as an advisor to the PMO team regarding tasks, projects, and operations and becomes actively involved in daily operations only when required to meet schedules or resolve complex initiatives and to manage risks to deliverables where needed. In addition to Clinical Technology efforts, this role supports the Office of the CMIO to implement and provide governance and structure to support the ongoing optimization, growth, and enhancement of the UTHealth EMR.

This is a fulltime position that is classified as exempt. The employee will report to an office in our University Professional Building which is in the heart of the Texas Medical Center. The role is elgible for all UTHealth benefits including employer paid healthcare options as well as a State funded and administered pension plan.

Position Key Accountabilities:

  1. Provides team leadership and coordination of projects, tasks, portfolio management, and project management initiatives.

  2. Provides customer relationship management, definition of needs, and coordination of customer needs.

  3. Prepares management and progress reports of project portfolio status, resources, timelines and deviations.

  4. Manages Human Resources activities for direct reports in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluation, and salary planning.

  5. Manage multiple project managers as well as complex projects while effectively organizing, prioritizing, and coordinating work assignments. Ensures effectiveness of Project Manager and overall management of assigned projects.

  6. Provide effective leadership, guidance, and critical communications to Enterprise Project managers as well as project team(s) as appropriate while promoting and contributing to a cohesive team environment. Monitors performance of project managers. Makes recommendations for and/or facilitates problem resolution where appropriate.

  7. Works with leadership, vendors, customers and IT staff to coordinate, plan, assign, and review project plans and deliverables, with responsibility for the successful implementation and completion of assigned projects.

  8. Initiates internal, enterprise-level projects as requested, obtains authorization and commitment and ensures that projects demonstrate business need and feasibility. Provides project management advising as needed or requested for internal and external project resources.

  9. Stays abreast of current emerging project management technologies as necessary. Analyzes established project management procedures for continual improvement. Facilitates and/or makes recommendations for improvements as appropriate.

  10. Prepare comprehensive and accurate portfolio schedules and reports. Perform evaluation, interpretation, and effective presentations of pertinent data. Communicates project portfolio status routinely to stakeholders; ensures delivery timelines are met and projects are implemented within budget.

  11. Provides support to Clinical Technology Leadership, Office of the CMIO, Other IT Leaders as well as the CIO in management of enterprise project portfolio and the deployment of added services, solutions, and technologies to ensure department objectives are met.

  12. Ensure compliance with all federal and state laws and regulations; UTHealth policies and procedures; and Regents rules.

  13. Performs other duties as assigned.

Certification/Skills:

Demonstrated ability to work collaboratively in a diverse and complex enterprise clinical IT environments. Knowledge and implementation experience managing EPIC Projects or other integrated EMR systems. Exceptional interpersonal skills, oral and written communication skills and technical skills. Experience managing medium to large teams as well as direct reports in previous roles. Demonstrated skills managing project portfolio intake, prioritization, funding, oversight, and overall portfolio management skills.

Certified Associate in Project Management (CAPM), Project Management Professional (PMP) from Project Management Institute (PMI), or other Professional Project Management Certification (Agile, SIX Sigma, etc.) or other management disciplines is preferred.

Minimum Education:

Bachelors degree in Computer Science, Business, or related discipline or related experience in lieu of education.

Minimum Experience:

Eight (8) years of directly related experience, increasing responsibility, including 3 years supervision of IT staff required. Academic/university experience or medical/health related experience preferred. Related experience must reflect a record of achievement in the implementation and management of projects related to clinical technology such as electronic medical records, and billing systems in a multi-institution healthcare setting.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or up to a negligible amount constantly to move objects.
