Position Summary:

UTHealth Harris County Psychiatric Center (HCPC) is the largest provider of inpatient care in Houston. In 2019, UTHealth broke ground for its new psychiatric hospital, which is the first new public psychiatry hospital in Houston in more than 30 years. In partnership with the Texas Health and Human Services Commission, the new facility will add 240 new beds and is positioned to be the largest academic psychiatric hospital in the country. The next Director of Human Resources will play a key role in creating the environment and culture of the new facility that is expected to open in early 2022.

Position Key Accountabilities:

  • Collaborates with UTHealth Human Resources and HCPC hospital management/leadership to develop, communicate, facilitate/coordinate implementation and monitor new and/or enhanced HR programs, policies and procedures.

  • Provides strategic and tactical leadership to identify, develop and implement the necessary HR programs and processes to position the organization to meet increased expectations for quality, service, financial performance and growth through sound people management strategies/programs

  • Guides and advises HCPC's Hospital Leadership Team on effective management and leadership of their human resources to ensure a positive employee culture that provides a competitive advantage to attract and retain talent. Stays abreast of legal and regulatory changes affecting the administration of human resources functions and implements responses as necessary.

  • Works with the UTHealth HR department to provide input into development of system-wide HR programs/policies and to ensure appropriate communication/administration of these initiatives within HCPC.

  • Participates as part of UTHCPC’s management team, participating in developing the strategic direction of the hospital. Generates monthly, quarterly, and annual reports related to Strategic Goals of the hospital as they relate to Human Resources functions.

  • Ensures salary actions are vetted, including merits, promotions, transfers, downgrades and demotions. Oversees processes to ensure accuracy of information in the human resources information system. Ensures maintenance of appropriate information to address salary equity issues. Initiates policies and procedures related to personnel practices as they specifically address HCPC needs.

  • Oversees the administration and documentation of FMLA for hospital employees. Works with UTHealth Risk Management & Insurance to facilitate the processing and tracking of WCI claims. Provides guidance to management and employees on FMLA and leave policies.

  • Implements processes to maintain compliance with Joint Commission HR standards. Tracks and analyzes data elements for HR standards as necessary and establishes necessary performance improvement initiatives

  • Manages Human Resources activities for direct reports in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.

  • Performs other duties as assigned.

Minimum Education:

Bachelor’s degree in Business Administration or a related field.

Minimum Experience:

Seven (7) years of directly related experience in human resources. Hospital experience a plus.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
