Position Summary:

We are looking for a Telecommunications Analyst for Information Technology who will analyze, evaluate, design, and maintain telecommunications systems. You will also design, recommend, develop, and test telecommunications software solutions. In addition this employee will provide project direction with installation of telecommunications equipment in existing and new environments.

Duties will include fielding trouble tickets and getting them to the correct team to handle. You will work with internal customers to provide communication around tickets and telephony issues. You must act as an adviser and make recommendations about products and services that the University can acquire. UTHealth currently uses an Avaya VOIP phone system, so any knowledge using Avaya in a past role will be considered an asset. You will need to connect with outside vendors to resolve issues and correct invoices. This role serves as a liaison between the university and these providers.

You will need to be able to create Excel spreadsheets that track projects and invoicing. A knowledge of how to author Standard Operating Procedure documents is advantageous. You will become part of the team that evaluates solutions in this area and field proposals. Working inside PeopleSoft FMS is a plus as well.

This is a full time role that will report to our University Center Tower location. It will require a normal business day schedule Monday through Friday. It is eligible for all benefits including affordable healthcare options and a retirement administered by the State of Texas.

Position Key Accountabilities:

  1. Evaluates, designs, and maintains telecommunications systems; evaluates existing networks and new products.

  2. Analyzes the needs of users and recommends solutions for software and hardware systems.

  3. Consult with users and administrators to identify business and technical requirements for proposed system modifications or technology purchases.

  4. Develops specifications and technical standards for implementation of new programs or modifications.

  5. Monitors the operation of telecommunications systems and services of vendors.

  6. Prepares costs estimates for telecommunications projects; bills work performed.

  7. Provides customer training of the telecommunications features and functionality.

  8. May be responsible for coordinating resources for support to telecommunications and network systems.

  9. Creates project plans to determine timelines associated with IT telecommunications projects and assures completion within budgetary and time limits; may provide work direction and guidance to personnel.

  10. May recommend improvements to enhance technical capabilities of the system and reduce operating costs.

  11. Performs other duties as assigned.


Familiar with the Pinnacle Billing System, PeopleSoft, Avaya telephony technologies, MS Office, and a general understanding of the University’s Telecommunication system preferred.

Minimum Education:

Associate’s degree or relevant work experience in lieu of education.

Minimum Experience:

Must have at least (3) three years of experience.

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
